Dear Mr. and Mrs. Culosi,
Let me begin by extending my sincere condolences for the loss of your son. No parent should ever have to bury a child and no one should ever lose a life in these circumstances. Your pain is incalculable and I realize that there are few words that will ease your grief. I know from the correspondence received in my office that your son was loved by many. His life was rich with family and friends and many are left confused by the tragic circumstances of his death.

The events surrounding his death raise concerns for everyone - citizen and police alike. Your questions are similar to those asked by many. I have been cautioning my constituents that it would be premature for any of us to comment on the enforcement of laws prohibiting gambling activities, the tactics used by our Police Department, the conduct of undercover operations, the policies and procedures surrounding the service of arrest and or search warrants or the decision to effect an arrest in the evening hours in a residential neighborhood. These are some of the concerns that I expect the Chief of Police to address in his report to the Board of Supervisors.

I have also advised my constituents that we allow the investigative process to reach its conclusion. Once that has happened, the Board of Supervisors will carefully assess the findings and recommendations. I assure you that we, as you, are shocked by the events of that tragic evening and want to see to it that everything is done to assure that we never have another loss of life from the unintentional discharge of a weapon.

While I don't want the Police Department to rush their investigation, it would seem that at two months, it is reasonable for citizens to ask why we have yet to see a report. By copy of this e-mail, I am alerting Colonel David Rohrer, Chief of Police to your questions, concerns and viewpoint. I ask that he respond to you with a estimation of the time for the release of a report on the death of your son. In the meantime, I assure you that I will continue to keep in my thoughts your family and Salvatore J. Culosi, Jr.'s memory.
